Symptoms:
When i pre-heat my heatbed, the heatbed is not heating.
Environment:
I have a Scalar XL with a 220V heatbed and a SSR static relay.
Things to check:
When you set the heatbed temperature to 60°C check the following things
Scenario 0:
Check that the power supply of the Heatbed (120 or 220V) is properly pluged to your power grid.
If you are using a power strip with a power switch, make sure it's ON.
Scenario 1:
The voltage on the heat bed output of the Ramps board is 0V.
In that case, the power transistor driving your heatbed might be broken, and you may need to change it.
Scenario 2:
I have a voltage on the output of the ramps board close to 12V. (it might be fluctuating).
The red led of the SSR relay is OFF.
In that case check that the 12V is properly provided to the SSR relay 12V DC input.
If not you may have some issues with the wire connecting the Ramps to the SSR relay.
If you have voltage on the input of the SSR relay, then the relay might be damaged and might require to be changed.
Scenario 3:
The led of the SSR relay is on / blinking / flickering but the heatbed is still cold.
In that case you might want to make sure that the heatbed power plug is properly plugged on your 220V power grid.
If it is, you may need to unplug it and check inside the power plug that all the wires are properly connected.
If it is then the silicon heatbed might have some issues and you may need to change it.

I have a Scalar XL with a 220V heatbed and a SSR static relay.
Things to check:
When you set the heatbed temperature to 60°C check the following things
- Check that inside the electronic box, a red light is flickering
- With a voltmeter in DC mode, check the heatbed output voltage of the ramps 1.4 board, you should have some voltage displayed (around or equal to 12V)
- Check that the SSR relay red light is flickering/blinking/switching on
